The Capital Development Authority (CDA) is set to launch another major infrastructure project in Islamabad. The authority has opened technical bids for a new underpass at Kashmir Chowk, also known as Dhokri Chowk.
The proposed underpass will be constructed on Murree Road near Islamabad Club. The project is estimated to cost around Rs. 1.4 billion. It is expected to improve traffic movement along one of the important routes in the capital.
Under the proposed design, traffic traveling toward Rawalpindi from the Serena side will pass through the underpass. Vehicles heading toward Murree will use the top slab of the structure.
The CDA received technical bids from two construction firms for the project. The companies are Habib Construction Services (HCS) and MS Kamran Khan, also known as Kundi Group.
During the technical evaluation, the CDA declared Kundi Group non-responsive. The company later filed a grievance against the authority’s decision. The complaint is now being reviewed by the CDA.
A CDA official said the authority will decide the grievance within five days. If the complaint is accepted, financial bids from both participating firms will be opened.
However, if the CDA rejects the grievance, Kundi Group can approach the Public Procurement Regulatory Authority (PPRA). The official said the entire matter is expected to be resolved within 15 days.
The Kashmir Chowk underpass is part of the CDA’s efforts to improve traffic infrastructure in Islamabad. The project is expected to provide a smoother route for vehicles using Murree Road.
The location is important because Murree Road connects several major areas of Islamabad with Rawalpindi. Traffic congestion in the area can increase during busy hours and peak travel periods.
The proposed design will separate traffic movements using the underpass and its top slab. This arrangement is expected to help reduce delays and improve the flow of vehicles.
Both firms that participated in the bidding process have previously undertaken major development projects for the CDA. Their past experience could also be considered during the procurement process.
The final contractor will be selected after the technical and financial evaluation process is completed. Construction is expected to begin after the bidding process and other formal requirements are finalized.
The project reflects the CDA’s continued focus on improving road infrastructure in the federal capital. The new underpass could provide relief to commuters traveling between Islamabad, Rawalpindi and Murree.
Further details about the construction schedule and completion timeline are expected after the contract is awarded. The CDA is currently focused on resolving the ongoing grievance before moving to the next stage.
