CDA Tightens Rules for Private Housing Projects in Islamabad

The Capital Development Authority (CDA) has introduced new instructions for private housing projects in Islamabad. The measures aim to improve transparency in the property sector.

Under the new directions, developers must clearly display approved layout plans. They must also provide updated information about their projects and approval status.

The CDA said the measures are intended to protect potential property buyers. They will also help prevent misleading information and possible fraud.

The instructions followed observations from the National Accountability Bureau (NAB). The observations concerned how housing project sponsors present their approval status.

The CDA Planning Wing said some developers were not displaying approved layout plans. Others were reportedly showing outdated or unapproved plans to the public.

Such practices can create confusion for potential buyers. They can also expose buyers to financial losses and other property-related problems.

Under the new rules, sponsors must upload approved layout plans on their official websites. These plans must be updated regularly.

Developers must also display approved plans at project reception areas. The current approval status must be clearly visible at project sites and booking offices.

The displayed information must include a QR code. The code should directly connect buyers to the project’s official website.

This system will allow buyers to access updated project information more easily. It can also help them verify important details before purchasing property.

The CDA has instructed its Planning and Enforcement Wing to monitor implementation. The relevant wing must also submit a compliance report to the concerned bureau.

The authority has introduced additional controls for allotment letters. It said sponsors cannot issue valid allotment letters without proper verification.

Allotment letters must be vetted by the concerned Director of Planning. An authorized officer of equivalent rank may also conduct the verification.

The officer must have specific authorization from the Member Planning and Design. This requirement is designed to strengthen oversight of property allotments.

The CDA will also use its MIS or ERP system for monitoring. The system will help ensure that only approved plots can be allotted or transferred.

This rule applies to housing, farm housing, and commercial schemes. Plots outside approved layout plans will not qualify for allotment or transfer.

Similar restrictions will apply to vertical housing and standalone commercial projects. Only units included in approved building plans can be allotted or transferred.

Plots or units outside approved plans will remain ineligible until required conditions are fulfilled. Developers must comply with all relevant rules before such properties can proceed.

The latest measures are aimed at improving accountability in Islamabad’s housing sector. They also seek to protect buyers from unauthorized property transactions.

The CDA expects the new requirements to provide buyers with easier access to verified information. This could help prospective investors make better-informed property decisions.
