The Punjab Assembly Standing Committee on Local Government and Community Development has approved a significant piece of legislation aimed at reforming marriage laws across the province. The bill establishes a uniform minimum legal age for marriage for both boys and girls, replacing previous provisions that allowed underage marriages under certain conditions.
The committee unanimously passed the Punjab Child Marriage Restraint Bill 2026, marking a major step toward strengthening child protection laws. One of the key changes introduced in the bill is the removal of earlier legal allowances that permitted girls to marry at a younger age, bringing both genders under the same legal framework.
Under the proposed law, child marriage has been declared a serious criminal offence. It is categorized as cognizable, non-bailable, and non-compoundable, meaning law enforcement agencies can take immediate action without requiring a formal complaint, and such cases cannot be settled privately outside court.
The legislation outlines strict penalties for those involved in facilitating such marriages. This includes the adult spouse, parents or guardians, Nikah registrars, and any other individuals who play a role in arranging or enabling the act. Offenders may face up to seven years in prison along with a fine that can reach Rs. 1 million.
Additionally, the bill treats cohabitation resulting from such marriages as a form of child abuse, carrying even harsher legal consequences. It also mandates that courts resolve related cases within 90 days to ensure swift justice.
During the session, chaired by Muhammad Ashraf Rasool, officials were instructed to finalize the implementation rules within 60 days. The legislation aims to curb harmful practices, reduce gender inequality, and strengthen legal safeguards for children throughout Punjab.
