Saudi Arabia’s Ministry of Tourism has approved updated regulations and classification standards for accommodation facilities serving pilgrims during Hajj 2027.
The ministry has also approved a schedule of violations for facilities designated to host pilgrims in Mecca and Medina.
According to ministry spokesperson Nasr Alansari, the updated rules aim to strengthen the regulatory and operational framework for Hajj accommodation facilities.
The new requirements are also designed to improve the readiness of hospitality facilities before they begin receiving pilgrims.
The regulations cover operational readiness, safety and maintenance standards for accommodation facilities.
They also require the continuity of essential services and compliance with operating rules during the Hajj season.
Under the new framework, Hajj accommodation facilities will be classified into two categories.
The categories are economy and first class, with specific requirements established for each classification.
The updated standards cover common areas, guest rooms, reception areas, cleanliness and maintenance.
They also include requirements related to guest services and the overall readiness of accommodation facilities.
The ministry has introduced several stages of inspection and oversight under the new regulations.
Inspections will take place before licensing, before operations begin and throughout the operating period.
The multi-stage inspection system is intended to improve compliance and raise service quality at facilities hosting pilgrims.
The ministry said the updated standards will help ensure that accommodation facilities meet required conditions before receiving guests.
It also described hosting pilgrims as a shared national responsibility rooted in a centuries-old tradition.
The ministry said the new standards are aimed at providing pilgrims with a safe and enriching hospitality experience.
Operators seeking licenses for the 2027 Hajj season have been urged to begin preparations early.
They have also been advised to complete maintenance and other preparation work before submitting their licensing applications.
The updated framework is part of Saudi Arabia’s preparations to improve accommodation services and ensure a safe and well-organized stay for Hajj pilgrims.
