The Capital Development Authority (CDA) has ordered the sealing of the site and management offices of Islamabad Green Paradise in Zone 04 (D), Koral, after finding that development work was being carried out without the required approvals.
The directive was issued by the CDA Directorate of Regional Planning on September 2, 2026. According to the authority, the housing scheme had started development activities without obtaining an approved Layout Plan (LOP) and No Objection Certificate (NOC).
The CDA said private sponsors are not allowed to plan, launch or develop housing schemes in Islamabad without securing the necessary approvals. Such activities are regulated under the CDA Ordinance 1960, ICT Zoning Regulations 1992 and relevant regulations introduced in 2023.
The authority said it had already taken action against the scheme in the past. Notices and show cause notices were issued on May 16, 2022, and January 7, 2026. The sponsors were directed to stop development and marketing activities and were also told to halt the sale, purchase, allotment and transfer of plots.
The notices further instructed the sponsors to remove unauthorized works and structures from the site. However, according to the CDA, the housing scheme failed to obtain the required approvals despite the notices and subsequent show cause proceedings.
Under CDA regulations, offices being used by advertisers, sponsors, operators, consultants, contractors, real estate agents and marketing partners of unauthorized housing schemes can also be sealed. This applies when development or marketing activities are being carried out without an approved layout plan, NOC or sanctioned building plans.
Following the proceedings, the Directorate of Regional Planning requested the CDA Directorate of Enforcement to seal the marketing and site offices of Islamabad Green Paradise. The action was approved by the Director General of Spatial Planning.
The CDA has also directed that illegal works, buildings and structures within the housing scheme be removed or demolished. The action will be carried out in coordination with the Building Control Directorate.
In addition, the authority has asked IESCO and SNGPL to provide electricity and gas connections only in accordance with CDA-approved layout plans and sanctioned building plans. The CDA has also indicated that action can be taken against advertisements and websites promoting private housing schemes and projects that have been launched without the authority’s approval.
The latest action highlights the CDA’s continued efforts to control unauthorized housing schemes and prevent citizens from investing in projects that do not have the required regulatory approvals.
