The PMDC has announced new regulations for Pakistani students seeking admission to foreign medical colleges. The updated rules introduce stricter academic, attendance, and licensing requirements.
Officials said the new framework aims to improve the quality of foreign medical graduates. It also ensures better standards for those returning to practice medicine in Pakistan.
The PMDC stated that only eligible students will now be allowed to pursue medical studies abroad. The goal is to maintain uniform standards in medical education.
Academic Requirements Set by PMDC
Under the new rules, students must have at least 60 percent marks in FSc Pre-Medical or equivalent qualification. This is now a basic eligibility condition.
The PMDC also requires candidates to score at least 50 percent in MDCAT. This applies to all students planning to study medicine outside Pakistan.
Students must also obtain at least 50 percent marks in international entry tests. These include MCAT and UCAT, depending on the country and institution.
Officials said these requirements will help ensure stronger academic preparation before admission abroad.
Approved Institutions and Degree Conditions
The PMDC has made it mandatory that students must enroll only in approved foreign medical colleges. These institutions must be recognized by relevant authorities.
The Higher Education Commission’s approved list will be used for verification. Only listed institutions will be accepted for medical licensing in Pakistan.
The medical degree must be a five-year program in allopathic medicine. Shorter or non-approved programs will not be recognized.
Students must complete at least 6,200 study hours during their degree. They must also maintain 80 percent attendance throughout their studies.
Registration and Compliance Rules
A new requirement introduced by PMDC is online registration before admission abroad. Students must obtain a registration certificate before starting studies.
They will also need to submit visa and travel records. These documents will confirm their foreign education status.
Students must also complete a language course in the host country. The PMDC said this will help students adjust to academic environments.

Licensing and Examination Rules
The National Registration Examination (NRE) has been made compulsory for foreign medical graduates. Only those who pass will be eligible for registration in Pakistan.
The PMDC warned that students who fail to meet requirements will not be allowed to appear in the NRE. Without passing, they cannot receive a license to practice.
