Pakistan’s power structure may shift as Senate to review 27th Amendment today

A significant political confrontation is anticipated in the Senate today as the 27th Constitutional Amendment Bill is scheduled to be tabled for approval.

The session will begin at 11 a.m., where Senator Farooq H. Naek will first present the Standing Committee on Law and Justice’s report to the House, after which the Law Minister is expected to move the amendment for passage.

The amendment package, already the subject of intense debate, proposes major constitutional reforms. Over the weekend, the joint parliamentary committee completed extensive consultations and finalized key revisions to Article 243. Sources indicate that lawmakers have reached agreement on the creation of constitutional courts, a long-discussed reform aimed at reshaping the judicial system.

The ruling coalition has added further momentum by submitting three new amendments during the joint session. Parliamentary insiders say that discussions on the updated draft have ended, and decisions on these additional proposals are likely to be made tomorrow. Committees involved in reviewing the amendment are currently finalizing their recommendations.

At the same time, political parties including ANP, BNP, and MQM have put forward their own proposals, contributing to an already heated environment. Among the most highlighted are ANP’s suggestion to rename Khyber Pakhtunkhwa and BNP’s demand for increased provincial assembly seats in Balochistan. The government has requested additional time to assess these recommendations, with conclusions expected soon.

Another key element is the committee’s endorsement of the constitutional courts and a longer timeframe for resolving pending cases. The limit will be extended from six months to one year, and any case not pursued within that period will be considered concluded — a potentially major shift in judicial procedures.
