Customs Karachi Revises Import Prices of Medical Blood Tubes After Review

The Directorate General of Customs Valuation Karachi has revised the import values of blood collection tubes from China. The decision follows a fresh valuation exercise after a legal challenge to an earlier ruling.

According to officials, the updated ruling applies to blood collection tubes made from glass and PET material. The revision will directly affect import pricing under Pakistan’s Customs valuation system.

Previously, the item was assessed under Valuation Ruling No. 2017 of 2025. This was issued under Section 25A of the Customs Act, 1969. However, the ruling was challenged before the Director General under Section 25D.

After review, the Director General of Customs rescinded the earlier decision. An Order in Revision was issued on October 31, 2025. The authority then ordered a fresh valuation exercise.

The Customs department carried out detailed consultations with stakeholders. Importers and local manufacturers both presented their arguments during the process.

Local manufacturers argued that import values should be increased. They claimed that market prices had risen and submitted supporting export documents.

However, Customs authorities examined all submissions carefully. Officials also reviewed import data covering a 90-day period to ensure accurate assessment.

During the evaluation, it was noted that several documents provided by manufacturers were outdated. Many were more than one year old and related to markets outside Pakistan.

To verify claims, Customs officials also contacted suppliers in China. However, no response was received from the foreign exporters during verification attempts.

After completing the review process, Customs authorities finalized revised valuation rates. The decision was issued under Section 25(9) of the Customs Act, 1969.

Officials calculated the updated C&F values in accordance with legal provisions. The process also followed Customs Rules 2001 to ensure compliance with regulations.

The revised Customs valuation is expected to impact the cost of importing medical supplies. It may also affect pricing structures in the healthcare supply chain.
