The Punjab government has moved to strengthen protections for destitute, orphaned, and special children by tightening laws against abuse, neglect, and exploitation. The Provincial Assembly’s Standing Committee on Home Affairs has approved the Punjab Destitute and Neglected Children (Amendment) Bill 2025, paving the way for stricter safeguards.

The bill enhances punishments, closes legal loopholes, and modernizes the existing framework to ensure quicker legal action in child protection cases. Key updates include revisions to Sections 6, 34, 36, 36-A, 36-B, 37, and 38 of the 2004 Act. Notably, the term “and” has been replaced with “or,” along with the addition of “or with both,” giving courts greater flexibility to impose multiple penalties where appropriate.

Sub-clause (4) of Section 6 has been deleted, while new clauses have been added to reflect current social and legal needs. Officials say the reforms will improve oversight of child welfare institutions and strengthen accountability mechanisms.

Once passed by the Punjab Assembly, the law will take immediate effect, introducing a stronger legal framework for child protection. Lawmakers described it as a major step toward ensuring justice, safety, and rights for the province’s most vulnerable children.
