1,335 Luxury Cars Cleared at Port Cheaper Than Mobile Phones

Pakistan is facing a major import fraud scandal involving luxury cars, where several high-end cars — including new Toyota Land Cruisers — were falsely declared at prices lower than mobile phones.

Dubbed one of the biggest financial scams in the country’s history, the Directorate General of Post Clearance Audit uncovered a massive scheme that cost the national exchequer over Rs17 billion. Investigations revealed that a brand-new 2023 Toyota Land Cruiser, valued at over Rs10 million, was cleared for just Rs17,635 — drastically undercutting the estimated Rs4 to 4.5 million in customs duties it should have generated.

Between December 2024 and March 2025, a total of 1,335 luxury vehicles were imported with suspiciously low values. While the actual market value exceeds Rs7.25 billion, the declared worth was only Rs670 million. Consequently, the government received just Rs1.29 billion in taxes instead of the expected Rs18.78 billion.

Authorities found that importers failed to provide valid proof of foreign exchange transfers, pointing to the use of illegal money channels like hawala and hundi. The investigation also revealed tax evasion, as the imported assets were never declared in income tax filings.

Officials now describe the operation as a sophisticated financial crime network that exploited flaws in Pakistan’s Faceless Customs Assessment System — possibly with insider assistance — combining customs fraud, money laundering, and tax evasion.
