The Private Hajj system in Pakistan is set for a major change as the Ministry of Religious Affairs takes direct responsibility for supervising private pilgrimage operations. The new framework is designed to improve transparency, strengthen oversight, and simplify the booking process for pilgrims.
For the first time, both the government and Private Hajj schemes will operate under the direct supervision of the Ministry of Religious Affairs. Officials believe this unified system will improve coordination and ensure that all Hajj operations follow the same regulatory standards.
Under the new arrangement, Private Hajj bookings will be processed through the official Pak Hajj App. Pilgrims will be able to view available packages, select their preferred Hajj company, and complete the required procedures through the digital platform.
According to sources, the app will also monitor agreements, package details, and payments electronically. This digital system is expected to improve recordkeeping and reduce the chances of irregularities during the booking process.
The ministry is introducing the new model in line with Saudi Arabia’s Nusuk Masar system. Officials believe adopting a similar approach will make Pakistan’s Hajj management more transparent and efficient while improving services for pilgrims.
A one-window mechanism will also be introduced for agreements and financial transactions. This centralized process aims to simplify documentation and reduce the risk of fraud. Authorities expect the new system to provide greater security for pilgrims making payments.
Under the revised framework, 25 licensed private Hajj companies in Pakistan will continue to provide services. However, all of them will operate under the direct supervision of the Ministry of Religious Affairs.
Pilgrims will have the freedom to choose from different packages offered by these approved companies through the Pak Hajj App. The ministry hopes this system will give applicants more convenience while maintaining proper regulatory oversight.
The government has also decided to introduce changes to the Hajj 2027 application process. According to officials, a single bank will now handle both application submissions and payment processing for all Hajj applicants.
Applicants under both the government and private schemes will submit their forms and pay the required dues only through Habib Bank Limited (HBL). This replaces the previous arrangement in which 16 different banks accepted Hajj applications and payments.
Officials believe using a single bank will simplify the application process and improve coordination between financial institutions and the Ministry of Religious Affairs. The ministry and HBL are expected to sign a formal agreement in the coming days to finalize the arrangement.
The latest reforms are part of broader efforts to modernize Hajj management in Pakistan. Greater use of digital systems is expected to improve transparency, strengthen monitoring, and make services more efficient for pilgrims.
The ministry also aims to reduce administrative delays by bringing booking, payments, and documentation under one digital platform. Officials believe this will improve the overall experience for people planning to perform Hajj.
