Punjab Approves Special Motorcycle Permit System for Teenagers

The Government of Punjab has approved a new policy that allows teenagers aged 16 to 18 years to legally ride motorcycles under a special permit system. The decision was approved during a provincial cabinet meeting held to discuss transport and licensing reforms.

Under the new policy, teenagers will not need a full driving license to operate motorcycles. Instead, they will receive a special juvenile motorcycle permit under a restricted authorization framework. Officials said the move is aimed at regulating underage riders and improving road safety across Punjab.

According to official details, the Punjab Home Department proposed amendments to Section 4 of the Punjab Motor Vehicle Ordinance 1965. These amendments focus on introducing a legal permit category for teenage motorcycle riders. The revised changes have now been included in the Punjab Motor Vehicle (Amendment) Act 2026.

Authorities also updated the Punjab Motor Vehicle Rules 1969. Officials said these revisions were necessary to support the administrative process linked to the new permit system. The transport and licensing departments will now prepare procedures for issuing the permits.

The Punjab government said the initiative is designed to improve road discipline among young riders. Many school and college students rely on motorcycles for daily travel. Officials believe the new policy will provide a safer and more organized system for teenage commuters.

A government spokesperson said the policy balances public safety with practical transportation needs. Authorities added that many teenagers already ride motorcycles without legal authorization. The new permit framework aims to bring these riders into a regulated system.

Officials also expect the policy to help reduce traffic violations involving underage riders. Proper registration and monitoring of permit holders may improve compliance with traffic laws. The government plans to introduce strict conditions and guidelines for permit issuance.
