Canada Eases Permanent Residency Rules for Foreign Doctors

Canada has introduced new immigration options designed to make it easier for internationally trained medical doctors to live and work in the country. The move is part of broader efforts to address workforce shortages and strengthen the national healthcare system.

Under the updated immigration policies, foreign doctors now have several pathways to obtain permanent residence. These include applying through the Express Entry system as well as regional, provincial, and territorial immigration programs that help skilled professionals settle in different parts of the country.

One of the key measures is the creation of a dedicated category within Express Entry for medical doctors. To qualify, applicants must have at least one year of full-time work experience in Canada within the past three years. This step aims to make it easier for doctors already contributing to the healthcare system to secure permanent residency.

In addition, the government has allocated 5,000 immigration spaces under the Provincial Nominee Program (PNP) specifically for doctors who have received job offers or support from a province or territory. These nominations allow medical professionals to apply for permanent residence while helping regions address local healthcare needs.

Another important initiative is the introduction of fast-track work permits for doctors nominated by provinces or territories. These permits will be processed within approximately 14 days, allowing doctors to start working quickly while their permanent residency applications are being reviewed.

Applicants will also be permitted to include their immediate family members as part of their permanent residence applications, helping families relocate together.

However, international doctors must still meet professional requirements before practicing in Canada. This includes having their foreign medical qualifications evaluated and obtaining a license from the relevant provincial or territorial medical regulatory authority.

Healthcare professionals in other fields may also benefit from immigration opportunities, as Canada continues to invite skilled candidates with healthcare experience through the Express Entry system and other immigration programs.
