SECP Establishes Desk to Boost Pakistan’s Corporate Debt Market

The Securities and Exchange Commission of Pakistan (SECP) has established a dedicated Corporate Debt Market Desk to support the development of Pakistan’s corporate debt market and make it easier for companies to raise financing through debt securities.

The new desk will provide guidance and facilitation to companies and other market participants seeking to issue bonds, sukuk and other debt instruments through public offerings and private placements.

The initiative has been established on the direction of Finance Minister Muhammad Aurangzeb as part of the government’s broader efforts to strengthen the corporate debt market and expand financing options available to businesses.

Dedicated desk to facilitate debt issuance

The Corporate Debt Market Desk will act as a central point of support for companies looking to navigate the regulatory requirements and procedures involved in issuing corporate debt securities.

Through the dedicated facility, businesses and market participants will be able to seek guidance on the issuance process, regulatory requirements and other related matters.

The initiative is expected to help address some of the challenges companies face when accessing the corporate debt market.

The SECP said the desk will facilitate the issuance of different types of debt securities, including bonds and sukuk, through both public offerings and private placements.

SECP aims to make process simpler

SECP Chairman Dr. Kabir Sidhu said the regulator is working to make the issuance of debt securities simpler, faster and more cost-effective for businesses.

He emphasized the importance of developing a stronger corporate debt market as Pakistan seeks to diversify financing options available to companies.

According to the SECP, a more developed debt market can provide businesses with access to long-term financing beyond traditional sources such as bank lending and equity markets.

The dedicated desk is expected to improve coordination between market participants and the regulator while helping companies better understand the requirements for raising funds through debt instruments.

Wider financing options for businesses

The development of Pakistan’s corporate debt market could provide companies with additional avenues to raise capital for expansion, investment and other long-term business requirements.

At present, businesses rely heavily on traditional financing channels, particularly bank borrowing. A stronger corporate debt market could help diversify these sources of funding and allow eligible companies to access capital from a wider pool of investors.

Debt instruments such as bonds and sukuk can provide companies with alternative methods of raising funds while giving investors additional investment opportunities.

Focus on long-term capital

The SECP said the development of the corporate debt market would help create additional sources of long-term financing for businesses.

Greater availability of long-term capital can be particularly important for companies undertaking large-scale investment projects, infrastructure development, expansion plans and other initiatives requiring substantial funding.

The new desk is therefore expected to play a role in improving access to the capital market and encouraging more companies to consider debt-based financing.

Part of broader financial market reforms

The establishment of the Corporate Debt Market Desk comes as Pakistan continues efforts to strengthen its capital markets and improve access to financing.

By providing a dedicated facilitation mechanism, the SECP aims to reduce difficulties faced by companies during the debt issuance process and encourage greater participation in the corporate debt market.

The initiative could also help improve awareness among businesses about available debt financing instruments and the regulatory framework governing their issuance.

The regulator said the move reflects its commitment to creating a more efficient and business-friendly capital market environment.

With the new desk now established, companies and other market participants will have a dedicated channel through which they can obtain guidance and support for corporate debt issuance.

If successful, the initiative could contribute to a deeper corporate debt market, provide businesses with more financing choices and strengthen Pakistan’s overall capital market ecosystem.
