Pakistan Introduces Strict New Rules for Mobile Network Operators

Pakistan has introduced new regulations to strengthen security in the telecom sector. The government has imposed strict conditions for licensing Mobile Virtual Network Operators (MVNOs). These measures aim to ensure better control over the Mobile Network system across the country.

According to reports, all licensed operators must fully comply with national security requirements. A key rule is the complete ban on transferring user data and call records outside Pakistan. This includes sensitive information such as call detail records and subscriber data linked to the Mobile Network.

The new policy also prohibits sending any mobile or fixed-line traffic abroad. This rule applies to all regions, including Azad Kashmir and Gilgit-Baltistan. Authorities say this step is necessary to protect national data and prevent unauthorized access.

The Pakistan Telecommunication Authority (PTA) has been given expanded powers under the new framework. It can restrict operations in unauthorized areas and take action against violations. The PTA can also block online content or services if required.

Operators are not allowed to install base stations without approval. Foreign access and remote connections are strictly banned. These steps are designed to secure the Mobile Network infrastructure and prevent external interference.

In addition, companies must use only approved encryption technologies. They are also required to implement AI-based security systems. These systems will help monitor suspicious activity and track stolen mobile devices.

The regulations also introduce strict rules for subscribers. Each user must have a unique identification number. SIM cards cannot be activated without proper verification. This is expected to reduce misuse and improve accountability.

Operators must install systems for lawful monitoring at their own expense. They are required to maintain complete call logs, including caller and receiver details. These records must be available to authorities when needed.

Officials have made it clear that services cannot begin until all security measures are in place. This ensures that every Mobile Network operator meets the required standards before launching operations.

Experts believe these rules will improve security and transparency in the telecom sector. However, some industry players may face higher costs due to compliance requirements.
