Pakistan Makes HIV Screening Mandatory Before Surgical Procedures

Pakistan’s Ministry of National Health Services has introduced a major new health safety rule. The ministry has made HIV and hepatitis screening mandatory before all surgical and invasive procedures.

The decision aims to strengthen infection control in hospitals. Officials said the move will help reduce the spread of HIV and other blood-borne diseases.

The ministry issued immediate instructions for implementation across the country. All public and private hospitals must follow the new screening requirements. Healthcare facilities have been directed to adopt strict safety protocols.

Federal Minister for National Health Services Syed Mustafa Kamal took notice of rising cases of HIV, Hepatitis B, and Hepatitis C in Pakistan. He ordered urgent action to improve prevention measures in the healthcare system.

According to the official notification, hospitals must conduct HIV testing before any surgical procedure. The directive applies to both major and minor operations. It also includes any invasive medical procedure.

The policy requires HIV 1 and HIV 2 antibody testing using Rapid or ELISA methods. In addition, Hepatitis B and Hepatitis C screening must also be completed before treatment.

Officials said these tests are necessary to protect both patients and healthcare workers. The goal is to ensure safer medical environments across all hospitals.

The ministry has directed all provincial governments, as well as authorities in Azad Jammu and Kashmir and Gilgit-Baltistan, to ensure full compliance. Implementation has been ordered without delay.

Healthcare institutions have also been instructed to provide counseling for patients who test positive for HIV or hepatitis. Medical staff must guide patients on treatment options and prevention steps.

Emergency notifications have been sent to health departments and relevant authorities. These include federally administered hospitals and district health offices. The Islamabad Healthcare Regulatory Authority has also received instructions.

Officials said the new HIV screening policy will improve early detection. It will also help reduce the risk of infection spread during medical procedures.

Health experts believe mandatory HIV testing is an important step for public safety. They say early diagnosis can significantly reduce transmission rates.
