Caretaker Minister for Information Technology and Telecommunication, Dr. Umar Saif, announced that a program for offering smartphones to citizens through monthly installment plans will be introduced in the near future. In a statement, the minister mentioned that the ministry would soon send policy guidelines to the Pakistan Telecommunication Authority (PTA). He made this declaration while meeting with officials from PTA, cellular operators, and GSMA.
He indicated that the consultation process with all relevant parties was nearly complete, and the policy directives would be formulated based on their recommendations. Dr. Saif noted that cellular operators, banks, and investment firms had expressed interest in participating in the smartphone financing program. However, he emphasized the need to establish a mechanism to protect these interested organizations from financial losses.

Furthermore, Dr. Saif mentioned that smartphones of individuals who fail to make their installment payments would be subject to blocking. He also mentioned that there was a proposal under consideration to block the Computerized National Identity Card (CNIC) of such consumers.
In a separate meeting with a Senate delegation from Rwanda, the IT minister highlighted Rwanda’s successful phones-for-all policy, suggesting that it could be an excellent export market for 33 cellphone manufacturers operating in Pakistan. He noted that over 10 million phones manufactured in Pakistan had already been exported to African markets.
