Only One Bidder Left for CDA’s Rs4 Billion Islamabad Waste Project

The Capital Development Authority (CDA) has moved a step closer to outsourcing Islamabad’s citywide waste management services after receiving three bids for its long-awaited cleanliness and garbage collection project.

According to sources, three joint ventures submitted bids for the multi-billion-rupee contract covering both urban and rural areas of the federal capital.

The bidders included a joint venture comprising NJC, MMC, NCS, and Imperial Ventures, Atlas Pak Waste Management Company, and another consortium consisting of SA Enterprises, Nazir Lak & Company, and Three Brothers Construction.

Following the technical evaluation process, two of the three joint ventures were declared non-responsive, leaving only the NJC, MMC, NCS, and Imperial Ventures consortium in contention for the contract.

CDA officials said the authority will open the financial bid after the grievance period for the unsuccessful bidders concludes. Under procurement rules, the contract may be awarded even if only one bidder qualifies.

The project will introduce door-to-door garbage collection throughout Islamabad, with collected waste transported to the Losar Landfill Site.

Officials said contractors will be paid on a per-tonne basis, while the project is expected to cost approximately Rs4 billion annually under a four-year contract.

The initiative is also expected to significantly improve waste management in Islamabad’s rural areas, where a regular garbage collection system is currently unavailable, often forcing residents to dispose of waste in open spaces and drainage channels.

Authorities believe the outsourcing project will help modernize the capital’s sanitation system, improve environmental conditions, and provide more efficient waste collection services across both urban and rural communities.
