Govt May Introduce Fixed Tax on Agriculture

The federal government is considering introducing a fixed tax on agricultural income if provincial governments fail to meet their agriculture income tax targets by September 30.

The move comes after the International Monetary Fund (IMF) raised concerns over delays in collecting agriculture income tax. The federal government is currently waiting for provincial tax returns before deciding whether additional measures are required.

According to the proposal under consideration, the government will review agriculture income tax collections after the September 30 deadline. If provinces fail to achieve the required target, consultations could begin in October on introducing a fixed tax system for the agriculture sector.

Fixed Tax Could Be Introduced for Farmers

Under the proposed system, farmers and landowners could be brought into a fixed taxation structure rather than relying entirely on the existing agriculture income tax collection mechanism.

The proposed approach could be similar to the fixed tax system being considered for the trading sector.

The government may consider imposing a tax of more than Rs. 5,000 per acre under the proposed arrangement. However, the final amount has not yet been decided and would depend on discussions with provincial governments.

The proposal is still under consideration and would require coordination between the federal and provincial authorities before any final decision is taken.

IMF Raises Concerns Over Agriculture Tax Collection

The possible introduction of a fixed agriculture tax is linked to concerns over the pace of agriculture income tax collection.

The IMF has raised questions about delays in the collection of agriculture income tax, while the federal government is waiting for updated figures from the provinces.

The September 30 deadline will therefore be important in determining whether the current system is able to generate the targeted revenue.

If the provincial collections remain below the agreed targets, the government could move toward discussions on a new taxation mechanism.

Agriculture Has Large Economic Share

Agriculture remains one of the most important sectors of Pakistan’s economy, accounting for around 24.5 percent of economic output.

Despite its significant contribution to the economy, agriculture contributes only around 0.5 percent of total tax revenues.

The large gap between the sector’s economic contribution and its share of tax revenues has increased pressure on authorities to improve tax collection from agriculture.

The government’s proposed fixed-tax model is aimed at addressing this gap while ensuring that agriculture contributes a larger share to national revenues.

However, any new taxation arrangement would need agreement from the provinces, which have a major role in administering agriculture income taxation.

The government is expected to review the collection position after September 30 before deciding whether to proceed with consultations on the proposed fixed tax.
