Ex-ISI chief Faiz Hameed Finds Probe Relief

In a detailed report submitted to the government and the Supreme Court, the Faizabad Sit-In Inquiry Commission concluded that there was no substantial evidence implicating any institution in the controversial sit-in. The report clarified that the former intelligence chief, General (retired) Faiz Hameed, acted according to governmental directives throughout the incident.

Comprising former AIG KP Dr. Akhtar Ali Shah, ex-IG Tahir Alam, and Khushhal Khan, the commission produced a 243-page document. It attributed the failure to disperse the protesters primarily to the administration led by then Chief Minister Shehbaz Sharif, though he was not directly named in the document.

The investigation absolved former DG ISI Lt Gen (retired) Faiz Hameed and former DG Rangers Maj Gen Naveed Azhar Hayat of direct involvement in the sit-in. The report included testimonies from various significant figures such as ex-Prime Minister Shahid Khaqan Abbasi, former Interior Minister Ahsan Iqbal, current IB chief Fawad Asadullah, and others.

It highlighted the Punjab government’s reluctance to confront the Tehreek-e-Labbaik Pakistan (TLP) to preserve its electoral base. Notably, the only dissenting statement regarding Hameed came from former PEMRA Chairman Absar Alam.

The commission advised creating a code of conduct for intelligence agencies, suggesting that the Intelligence Bureau handle internal security, while military intelligence should avoid engaging in civilian matters.
