The Punjab government has proposed major changes to the Driving License system to make it more accessible for people with hearing impairments. The proposed amendments aim to provide equal opportunities while ensuring road safety across the province.
The reforms have been introduced through the Provincial Motor Vehicles Bill 2025, which has been presented in the Punjab Assembly. Officials say the bill is designed to simplify the Driving License process and remove unnecessary barriers for people with disabilities.
Under the proposed law, people with hearing loss of up to 40 decibels will be eligible to obtain a Driving License if they use a hearing aid. The government believes this change will allow more people to qualify for a license while maintaining safety standards.
Applicants with hearing loss exceeding 40 decibels will also be able to apply. However, they must use government-approved assistive technology before becoming eligible for a license.
The proposed amendments also introduce changes to the driving test procedure. Hearing-impaired applicants will take their driving tests in the presence of an examiner or interpreter. Officials say this will improve communication during the testing process and help ensure fair assessments.
Another important proposal offers financial relief for eligible applicants. The government plans to remove both the issuance fee and the renewal fee for driving licenses issued to hearing-impaired people.
Officials believe eliminating these charges will reduce financial burdens and encourage more eligible citizens to apply for licenses.
The bill also proposes that vehicles driven by hearing-impaired motorists must display a special identification sticker. Authorities say this measure will help other road users recognize the vehicle and contribute to safer driving conditions.
However, the proposed legislation also includes certain restrictions. Hearing-impaired drivers will not be eligible to obtain licenses for operating emergency vehicles under the new rules.
Another key feature of the bill is the inclusion of hearing-impaired people in the legal definition of disability. Officials believe this amendment will improve legal recognition and strengthen access to government services for people with disabilities.
The Punjab government says the proposed reforms are intended to balance accessibility with public safety. The new rules aim to create a more inclusive licensing system without compromising traffic regulations or driver competency.
