IMF Urges Asset Declaration For Special Pay Scale Officials In Pakistan

The International Monetary Fund (IMF) has advised Pakistan to expand its asset declaration policy to include officials appointed under the Special Pay Scale (SPS) system. The recommendation is part of the IMF’s ongoing efforts to improve transparency and strengthen governance in Pakistan’s public sector.

According to official sources, the government is working on a detailed plan to bring SPS officials under the asset declaration framework. This will cover both federal and provincial employees who hold key administrative and technical positions.

Currently, only regular civil servants are required to disclose their assets. The IMF now wants the same level of transparency extended to SPS officials, who often serve as directors, project heads, legal advisors, and special consultants.

The new system will require these officials to submit full details of their movable and immovable assets. This step aims to improve public accountability and prevent the misuse of authority in high-level government projects.

Sources said the government is developing a formal compliance mechanism to ensure that the new rules are effectively implemented. The expansion of the asset declaration system will take place in phases, with SPS officials being covered in the second phase.

The IMF has emphasized that expanding financial disclosure is critical to improving governance and reducing corruption risks. It will also help Pakistan meet its reform commitments under the IMF program focused on economic stability and institutional integrity.

Officials believe that the move will promote good governance and strengthen public confidence in government institutions. The inclusion of SPS officials in the declaration regime will create a more uniform accountability framework across all levels of service.
