America Moves To Form UN-Led Gaza Force, Rule Shift

The United States has circulated a draft resolution to the United Nations that would establish a two-year “Gaza Force” under a transitional governance body in the Gaza Strip, diplomats say.

The so-called Gaza Force would operate under an internationally supervised “Board of Peace” and train a new Palestinian police force, while coordinating border security with Israel and Egypt. The draft authorises the international force to “use all necessary measures” to protect civilians and aid operations, marking a strong enforcement mandate rather than a traditional peacekeeping mission.

Under the resolution, Gaza’s civilian administration would transition to a temporary, apolitical Palestinian technocratic committee overseen by the Board of Peace while the Gaza Force handles security, disarmament and the demilitarisation of non-state armed groups.

In addition, the draft calls on financial institutions such as the World Bank to establish a dedicated trust fund for Gaza’s reconstruction and development under donor governance.

However, the plan faces significant obstacles. The resolution has not yet been formally introduced to the UN Security Council, and several permanent members, including Russia and China, may object to the mandate or the use of force.

Regional participation is also uncertain: countries like Turkey and Indonesia have been approached to contribute troops, yet Israel rejects Turkish involvement and other states insist on clear mandates and exit criteria.

Earlier, a broader post-war Gaza Force vision was outlined in a peace plan announced by Donald Trump in September 2025, linking the force to the dismantling of Hamas’s military arm and the gradual Israeli military withdrawal.

As deliberations continue in New York and among partners, the clock is ticking for the Gaza Force concept to move from draft to deployment, and to win the consent and funding that will determine whether it becomes a reality.
