Oil and Gas Development Company Limited (OGDCL), Pakistan’s largest exploration and production (E&P) company, is planning to form a consortium with Turkish Petroleum Corporation (TPAO) and other state-owned enterprises to explore oil and gas opportunities in Libya’s Bid Round 25.
In its latest annual report, OGDCL stated that the company aims to expand its global footprint and strengthen international partnerships. The company has already qualified as an eligible investor for the Libyan exploration round and is moving forward in the bidding process.
Libya launched Bid Round 25 in March 2025, offering 22 exploration blocks — including 11 onshore and 11 offshore. The country holds around 91 billion barrels of oil equivalent (Bboe) in undiscovered hydrocarbon reserves, making it one of the most promising regions for energy investment.
According to OGDCL, technical teams have shortlisted potential blocks for bidding. Data collection and evaluation activities are in progress to assess the viability of investment. To ensure thorough planning, OGDCL has formed cross-functional teams with expertise in technical, commercial, and strategic areas.
The company’s report also confirmed that negotiations with Turkish Petroleum Corporation are underway to create a consortium that could jointly bid for exploration rights in Libya. TPAO, established in 1954, is Turkiye’s national oil company, specializing in hydrocarbon exploration, drilling, and production.
Beyond the Libya project, OGDCL plans to focus on expanding its domestic operations and diversifying into minerals and renewable energy. The company said it aims to fast-track exploration, accelerate project development, and promote unconventional gas production under Pakistan’s new tight and shale gas policy framework.
OGDCL also highlighted progress on major projects, including Reko Diq and Offshore Block-5, as part of its long-term growth strategy. The company reaffirmed its commitment to supporting Pakistan’s energy transition and increasing international collaboration in the oil and gas sector.
