Punjab Assembly to Debate Resolution for Bicameral Parliamentary System
LAHORE – A resolution advocating for the introduction of a federal-style bicameral parliamentary system in Punjab is set to be presented in the Punjab Assembly today.
The resolution, drafted by PML-N’s Samiullah, PPP’s Ali Haider, and other assembly members, proposes the establishment of a Senate-like upper house to enhance governance and representation in the province.

Justification for a Bicameral System
According to official statistics, Punjab has a population of 124 million, making it larger than 171 countries worldwide. The resolution highlights that only 11 nations globally have a greater population than Punjab.
Advocates argue that a bicameral system would allow better representation for various sectors of society and provide experts with a role in shaping provincial policies. However, the current constitutional framework does not accommodate such a system.
Key Proposals
The resolution calls on the federal government to amend the Constitution to introduce a bicameral legislature in Punjab. It suggests:
- Establishing a “Punjab Council”—an upper house similar to the Senate of Pakistan.
- Having nominated or elected members from various fields to ensure diverse representation.
- Functioning alongside the Punjab Assembly, which would continue as the lower house.
If approved, this move could significantly reshape Punjab’s governance structure and set a precedent for other provinces.
