The City Traffic Police (CTP) has announced that e-challans will be issued for traffic rule violations in Rawalpindi starting from January 1, 2025, as the installation of Safe City cameras reaches its final phase. The cameras, which have been set up on major highways, business centers, and key locations throughout the city, will monitor traffic violations and help identify criminals.
Once the Safe City cameras are fully operational, violators will receive e-challans directly on their mobile phones and home addresses. The fines will be significant, particularly for offenses such as riding motorcycles without helmets, using non-standard number plates, and driving without seat belts. The e-challan system is expected to help enforce traffic rules more efficiently and reduce complaints about unnecessary challaning, as evidence will be provided for each violation.

The Safe City project has already installed cameras in several key areas, including COD Chowk, Liaquat Bagh, and Murree Road. The cameras are connected to a control room at the Punjab Safe City Authority (PSCA) Rawalpindi, which is responsible for monitoring violations around the clock. The system will also help ensure compliance with rules such as clear and registered number plates, and address issues like over-speeding, rough driving, and improper parking.
In addition to the fines, action will be taken against violators through the e-challan system, including FIR registrations for certain offenses like driving without a license or for underage riding. As Safe City cameras become fully functional, the e-challan system will extend to other traffic violations on major highways.
The introduction of the e-challan system is seen as a major step toward improving traffic management and enhancing public safety by ensuring that traffic laws are followed more effectively.
