The Capital Development Authority (CDA) has invited electronic bids for the construction of the Rs. 3.2 billion Capital House project, marking another step toward developing a modern government complex in Sector F-5, Islamabad.
According to the CDA, bidding documents will be available from July 20, while eligible engineering firms and joint ventures can submit their proposals through the authority’s electronic procurement portal until August 31, 2026. Officials clarified that only online submissions will be accepted, and manual bids will not be entertained.
The technical proposals will be opened on August 31 at 11:30 a.m., after which the evaluation process will begin to select the successful contractor.
Under the proposed agreement, the selected company will execute the project on a turnkey basis, meaning it will be responsible for the complete planning, construction, and delivery of the Capital House project.
The CDA had approved the project’s PC-I in November 2025 during a meeting chaired by Chairman Muhammad Ali Randhawa, allowing the development to move into the implementation stage.
The upcoming Capital House is being designed on the pattern of existing government residences in Islamabad, including Punjab House, Sindh House, Khyber Pakhtunkhwa House, Balochistan House, Kashmir House, and Gilgit House. These facilities provide official accommodation and administrative offices for their respective provincial governments.
Officials said the new complex will function as a dedicated administrative center for the federal capital by offering office space as well as official accommodation for government officials. The project is expected to improve coordination among departments by bringing administrative functions together under one roof.
According to the CDA, the design phase has already been completed, and physical construction will begin once the contract is awarded and financial requirements are fulfilled. If funds are released on schedule and all procedural requirements are completed without delay, the authority expects construction of the Capital House to be completed within one year, further strengthening Islamabad’s government infrastructure.
