The Khyber Pakhtunkhwa Assembly has approved a new education-related law aimed at improving transparency in testing and recruitment. The legislation introduces an autonomous body for examinations across the province.
The KP Assembly passed the Khyber Pakhtunkhwa Educational Testing and Evaluation Agency (ETA) Bill 2026. The new law is designed to ensure merit-based systems in education and hiring processes.
Under the new framework, the agency will operate independently. It will have both financial and administrative autonomy. The KP government will oversee its general structure through a Board of Governors.
The Chief Minister of KP will serve as the head of the Board of Governors. Officials said this structure will ensure strong oversight and accountability.
The newly created ETA will be responsible for conducting exams and recruitment tests. Its authority will include federal, provincial, and private sector institutions.
The law allows the agency’s scope to extend beyond KP. It may also conduct examinations in other provinces and at the federal level if required.
The ETA will also conduct entry tests for universities and professional colleges. It will manage screening tests for both public and private sector jobs.
Strict measures have been included in the law to prevent cheating. The agency will have the power to take action against candidates involved in unfair means.
The KP government has also authorized the ETA to designate examination centers. These centers can be set up in both government and private buildings.
An endowment fund will be created to support the agency’s operations. Officials said this will ensure financial stability and long-term sustainability.
The agency will also be allowed to form partnerships with organizations. These may include both government and non-government institutions.
Officials said the ETA will work on modernizing testing systems in KP. It will also promote research and training in the education sector.
The bill requires the agency to present an annual audit report to the provincial assembly. This will ensure transparency in its financial and administrative matters.

With this approval, the new law replaces the 2001 ordinance. Authorities believe the reform will improve merit and strengthen the education system in KP.
