The Sindh High Court has issued fresh directives to authorities regarding ongoing petitions against the E-Challan System in Karachi. The court heard the case on Monday and expressed concern over the lack of responses from key government officials.
During the hearing, the court noted that several departments had not submitted their replies. These include the Chief Secretary, Secretary of Local Government, Director General of KDA, and the Mayor. Only the Transport Department provided its response related to the E-Challan System.
The petitions challenge the implementation of the E-Challan System and its impact on the public. Lawyer Tariq Mansoor, representing public interest, argued that the applications focus on issues of safety and fairness. However, the court was informed that the petitions are currently considered non-admissible.
The Transport Department defended the system in its submission. Officials stated that the introduction of the E-Challan System has helped improve road safety. According to their data, traffic accidents have reduced by nearly 40% since the system was introduced.
Authorities also highlighted a significant increase in fines collected through the system. Reports indicate that penalties in 2023 rose sharply, with increases ranging from 1,000% to 5,000% compared to earlier rates. Officials believe this has encouraged better compliance with traffic rules.
However, concerns have been raised about the financial burden on citizens. Lawyer Tariq Mansoor pointed out that many people cannot afford such high fines. He noted that the average monthly income in Pakistan is around Rs40,000, while unemployment remains a major issue.
The court acknowledged these concerns and stressed the need for a balanced approach. Judges emphasized that while traffic safety is important, policies must also consider the financial capacity of the public.
The Sindh High Court has now issued notices to all concerned authorities. They have been directed to submit their responses by May 7. The next hearing will take place after these replies are received.
Officials say the outcome of this case could shape the future of the E-Challan System in Karachi. The decision may lead to reforms aimed at improving transparency and fairness.
