The Punjab government has announced that children found violating the Punjab Regulation of Kite Flying Ordinance-2025 will be tried under the Juvenile Justice System Act-2018. The decision aims to ensure child-friendly legal treatment while enforcing stricter controls on illegal kite flying across the province.
Under the ordinance, a fine of Rs. 50,000 has been set for a first offence, while a repeat violation carries a penalty of Rs. 100,000. Authorities clarified that if a child is unable to pay the fine, the amount will be recovered from parents or legal guardians.
The law also introduces a whistle-blower mechanism to support enforcement efforts. Individuals providing credible information about violations may receive a reward of up to Rs. 5,000, subject to approval by the deputy commissioner concerned and verification of usefulness.
Officials stated that no reward will be issued if the information is already known to authorities or is considered irrelevant. The provision is intended to encourage community participation while preventing misuse of the reporting system.
The ordinance imposes a general ban on kite flying throughout Punjab. However, it allows the activity at designated locations and on specific dates under a regulated framework approved by the relevant authorities.
In addition, mandatory registration has been introduced for kite manufacturers, traders, sellers, and kite flying associations. Deputy commissioners have been empowered to cancel registrations, impose penalties, and take legal action against violators to ensure strict enforcement.
