President Approves New CDA Land Compensation Law

President Asif Ali Zardari has signed the CDA Amendment Bill 2025, introducing changes to how property owners are compensated when their land is acquired. Under the new law, compensation is no longer limited to cash payments. The government can provide land or use other approved methods as part of the settlement. If payments are delayed, affected individuals will receive an additional 8 percent per year.

The law also includes special protections for vulnerable groups, such as people with disabilities, minors, and those under legal restrictions, ensuring that their rights are safeguarded during the acquisition process. It emphasizes measures to help affected people restore their standard of living and provides legal provisions for rehabilitation and resettlement.

Deputy commissioners are now authorized to issue separate compensation awards for land and buildings. Additionally, all cases filed before October 2025 will be addressed under the amended law.

The bill was approved by President Zardari on the advice of Prime Minister Shehbaz Sharif under Article 254 of the Constitution. The Senate had passed the bill on November 7, 2025, followed by the National Assembly on December 8, 2025, without any amendments. National Assembly Speaker Sardar Ayaz Sadiq confirmed the bill’s approval, officially making it law.

This amendment aims to provide fairer and more flexible compensation to property owners, protect vulnerable citizens, and ensure that the acquisition process is transparent and just.
