Scottish Government Denies Plans to Ban Cats Amid Wildlife Concerns

The Scottish government has assured the public that there are no plans to ban cats, following reports suggesting containment measures might be introduced to protect the country’s wildlife.

First Minister John Swinney addressed the concerns after an independent expert report described domestic cats as a threat to Scotland’s biodiversity. The study, published by the Scottish Animal Welfare Commission, estimated that felines kill around 700 million birds and small animals annually in the U.K., proposing measures like keeping cats indoors or on leashes.

However, some of the report’s recommendations—including restrictions on cat ownership in certain areas—sparked public outrage and sensational media coverage. The Daily Mail warned of a potential pet cat ban, while the Scottish Daily Express criticized the suggestion as a “madcap scheme.”

Government Dismisses Ban Rumors

Responding to the controversy, Swinney firmly denied any such plans.

“Let me just clear this up today,” he told reporters on Monday. “The government’s not going to be banning cats or restricting cats. We’ve no intention of doing so and we will not be doing it.”

While the government has ruled out strict containment policies, discussions continue around protecting endangered species like Scottish wildcats. The Scottish Animal Welfare Commission maintains that steps should be considered to reduce the ecological impact of domestic cats.

Balanced Solutions Over Extreme Measures

Despite the report’s findings, leading animal welfare organizations, including Cats Protection, dismissed strict containment proposals as unnecessary and extreme.

Alice Palombo, the charity’s advocacy officer for Scotland, suggested that practical solutions—such as keeping cats indoors at dawn and dusk—could help balance conservation efforts without restricting pet ownership.

For now, Scottish cat owners can breathe a sigh of relief, knowing that no government restrictions will be imposed on their pets—at least for the foreseeable future.
