A consultative session was held in Punjab to discuss major reforms in the real estate sector. The meeting focused on developing a strong regulatory framework under the RERA Act. Officials said the aim is to improve transparency and efficiency in property matters across Punjab.
The session was jointly organized by the Punjab Real Estate Regulatory Authority and the Lahore Development Authority. It brought together a wide range of stakeholders. These included developers, town planners, academia, and real estate representatives. The discussion was held at the LDA Sports Complex in Gulberg.
Senior officials also attended the meeting. These included Senior Member Board of Revenue Nabeel Javed, DG PELRA Captain (R) Ikram-ul-Haq, and DG LDA Taher Farooq. Representatives from relevant government departments also participated and shared their input.
During the session, officials explained that the chief minister of Punjab has directed reforms in the housing and real estate sector. They said the government is working on a unified regulatory system. This system will be implemented across Punjab to standardize processes.
Officials added that consultations with the private sector have been ongoing for several months. Based on these discussions, a digital framework is now being prepared. It will manage property transactions through dedicated PELRA software.
A “green certificate” verification system will also be introduced. This will help ensure secure and transparent property dealings in Punjab. All property transactions will be processed through the new digital system.
Developers will be required to shift to the system within one month. A facilitation cell will also be established. It will assist housing societies and developers during the transition period.
Officials further briefed participants about proposed amendments in housing scheme rules. They shared plans to make the approval process fully digital and paperless. This step is expected to reduce delays in Punjab.
The new system will help monitor land availability and scheme development. It will also track on-ground progress more effectively. Authorities said this will improve oversight across all districts of Punjab.
A Housing Scheme Management System has already been developed. It will support the transition to a paperless environment. Officials said the goal is to ensure transparency and streamline approvals.

The session concluded with a question-and-answer segment. Stakeholders raised concerns and officials addressed them in detail. The meeting was seen as an important step toward modernizing the real estate sector in Punjab through digital reform and regulatory improvement.
