The Khyber Pakhtunkhwa Assembly has received a new draft law to address begging across the province. The proposed Vagrancy Act 2026 aims to create a strong legal framework in KP. Officials say the move targets professional begging and organized networks.
Provincial Law Minister Aftab Alam presented the bill in the assembly. He said the law will help control begging while supporting rehabilitation. The government plans to balance enforcement with social welfare measures in KP.
The proposed law includes the formation of a provincial steering committee. This body will oversee implementation and suggest strict actions. It may recommend blocking identity cards and passports of repeat offenders. Authorities believe this step will reduce professional begging in KP.
Under the bill, penalties depend on the nature of the offense. A first-time offender may receive a warning or up to one month in jail. Repeat offenders could face up to one year in prison. Begging through deception may lead to two years in jail. Organized groups could face up to three years.
The bill also focuses on protecting children. Anyone forcing children into begging may face a fine of up to Rs. 400,000. Children found begging will be handed to child protection units. These units will provide care and necessary support.
Law enforcement agencies will get expanded powers under the law. Police and social welfare officials can make arrests without a warrant. However, detainees must be presented before a magistrate within 24 hours.
Courts may choose rehabilitation instead of prison in some cases. Offenders can be sent to rehabilitation centers for support. These centers will offer vocational training and psychological care. The aim is to help individuals return to normal life.
The bill also proposes a Vagrancy Control Fund. This fund will be supported by fines and donations. It will help finance rehabilitation and enforcement efforts.
Modern technology will also be used under the plan. Authorities aim to track begging through biometric systems. Begging in public places will be treated as a punishable offense.
