PTA Phone Tax Installment Plan Still Awaits Implementation

The government has yet to introduce a working system for paying mobile phone taxes in installments. The delay has left consumers without clear guidance.

The installment facility was included in the Finance Bill 2026-27. It became effective after the Finance Act took effect on July 1, 2026.

The policy was expected to help consumers buying expensive imported smartphones. However, more than two months have passed without a practical payment mechanism.

Under the new law, mobile phone taxes can be paid through installments. However, the detailed procedure must be prescribed separately.

That procedure has not yet been introduced. As a result, consumers currently have no clear way to use the facility.

The announcement initially created expectations among smartphone buyers. People with expensive flagship phones expected relief from large upfront tax payments.

Imported high-end smartphones can carry significant tax charges in Pakistan. Paying the entire amount at once can be difficult for many consumers.

The proposed installment facility was intended to reduce this immediate financial burden. It would allow eligible consumers to spread their tax payments during the relevant financial year.

However, confusion emerged soon after the policy was announced. Reports claimed that monthly mobile phone tax installments had already become available.

Those claims were later found to be incorrect. No operational installment system had been launched at that time.

On July 3, 2026, the Pakistan Telecommunication Authority (PTA) rejected a fake notification. The notification claimed that phone taxes could be paid through installments using DIRBS.

PTA clarified that it had not issued the notification. The regulator also explained the division of responsibilities.

According to PTA, tax assessment, levy and collection fall under the Federal Board of Revenue. The authority itself does not determine or collect the applicable taxes.

The absence of an operational system has created uncertainty for consumers. There is still no clear information about the number of permitted installments.

Consumers also lack details about eligibility requirements and payment methods. It is also unclear how installment payments would connect with device registration.

These details are necessary before the policy can become practically useful. Until then, buyers must continue dealing with existing tax payment arrangements.

The issue is particularly important for consumers considering flagship smartphones. High upfront taxes can significantly increase the final cost of imported devices.

Some consumers have reportedly changed their purchasing habits because of the tax burden. They may use non-PTA-approved flagship phones alongside PTA-approved devices.

The government’s installment policy was expected to provide an alternative. However, the absence of implementation has limited its impact.

PTA has not announced a functioning installment mechanism for mobile phone taxes. Consumers therefore continue to wait for clear instructions.

For the policy to provide relief, the government must establish a practical process. It must also explain eligibility, payment schedules and registration requirements.
