The Higher Education Commission (HEC) has approved the introduction of dual and joint-degree programmes in universities across Pakistan as part of efforts to expand academic opportunities and modernize the country’s higher education system.
According to HEC officials, the new policy will allow students to enroll in two separate degree programmes at the same time, giving them greater flexibility in pursuing multiple academic interests simultaneously.
Officials further explained that students applying for dual-degree programmes will not be restricted to a single department or field of study. This means students will be able to combine programmes from different academic disciplines according to their educational goals and career plans.
In addition to dual-degree programmes, the HEC has also approved a joint-degree framework under which students can complete part of their education at one university and continue the remaining portion at another institution.
Under the new system, universities intending to offer joint-degree programmes will first be required to sign a memorandum of understanding (MoU) approved by the HEC. Authorities said the requirement is aimed at ensuring quality standards and proper coordination between institutions.
The commission also announced that Pakistani students will be able to earn joint degrees through collaborations between local and foreign universities. Officials believe the move will help strengthen international academic partnerships and provide students with wider exposure and improved educational experiences.
The HEC stated that the decision reflects ongoing efforts to improve educational standards, encourage innovation, and provide students with modern learning opportunities aligned with international practices.
Meanwhile, the announcement comes amid concerns at the University of Karachi, where the Karachi University Teachers’ Association recently announced a boycott of semester examinations scheduled to begin on May 5.
According to reports, the teachers warned that exams would not proceed unless their demands were addressed by the university administration. The association cited unresolved issues and dissatisfaction with the lack of progress regarding longstanding concerns.
A general body meeting of university teachers was also scheduled for May 7 to discuss the matter further and determine future actions. The association additionally plans to approach the Chief Minister of Sindh seeking intervention and financial accountability in university affairs.
