A nationwide analysis by Gallup Pakistan has found that teachers in government schools generally possess higher academic and professional qualifications than their counterparts in private educational institutions.
The findings are based on teacher-level data from the ASER Pakistan 2025 report and highlight notable differences in qualification levels across the public and private education sectors.
According to the analysis, 52.4 percent of government school teachers hold a master’s degree or higher qualification, compared to 39.1 percent of teachers working in private schools.
The data also showed that private schools employ a larger proportion of teachers with intermediate and bachelor’s-level qualifications. Teachers with intermediate certificates account for 18.9 percent of the private sector teaching workforce, compared to 9.6 percent in government schools.
Similarly, bachelor’s degree holders make up 30.6 percent of teachers in private institutions, while the figure stands at 27.7 percent in public schools.
The report also found significant differences in professional teaching credentials. Around 41.3 percent of government school teachers possess a Bachelor of Education (B.Ed.) degree, compared to 33.4 percent in private schools.
Likewise, 23.4 percent of public sector teachers hold a Master of Education (M.Ed.) degree, while only 15.3 percent of private school teachers have the same qualification.
According to the analysis, these differences largely stem from the recruitment systems used by the two sectors. Government schools operate under formal hiring frameworks that require specific academic and professional credentials, whereas private schools generally have more flexible recruitment practices.
Gallup Pakistan said the findings underscore the importance of professional qualifications and teacher training standards in improving educational outcomes and strengthening Pakistan’s education system.
The report also highlights ongoing disparities between the public and private sectors, particularly in terms of teacher credentials and professional development.
