Electricity consumers across Pakistan may face another increase in their monthly bills. A new fuel cost adjustment has been proposed for December. If approved, it could raise Electricity tariffs by up to Rs0.48 per unit for one billing month.
The Central Power Purchasing Agency, known as CPPA-G, has filed a petition with the National Electric Power Regulatory Authority. The request seeks approval for a monthly fuel cost adjustment for December 2025.
According to the petition, the proposed increase stands at Rs0.4781 per unit. This adjustment could add a financial burden of nearly Rs4 billion on consumers. The impact would apply to users of K-Electric and all power distribution companies across the country.
NEPRA to Review Petition
NEPRA has scheduled a public hearing on January 29 to review the request. During the hearing, officials will examine the submitted data. The regulator will decide whether the increase should be passed on to consumers.
Officials stated that the proposed adjustment is due to higher fuel costs. Actual fuel prices in December exceeded the reference rates set earlier. This difference led to the request for a positive adjustment.
Electricity Generation and Supply Data
Data shared with NEPRA shows that total Electricity generation in December reached 8,487 gigawatt-hours. After accounting for system losses, 8,208 gigawatt-hours were supplied to distribution companies.
Transmission losses during the month stood at 259 gigawatt-hours. This accounted for 3.05 percent of total power generation.
The reference fuel cost for December was set at Rs9.1419 per unit. However, the actual average fuel cost rose to Rs9.6200 per unit. This increase formed the basis for the proposed tariff hike.
Power Generation Mix
Nuclear power remained the largest source of Electricity generation during December. It contributed 2,126 gigawatt-hours, or just over 25 percent of total output.
Hydropower followed with 1,534 gigawatt-hours. RLNG-based plants generated 1,464 gigawatt-hours. Local coal-fired plants produced 1,187 gigawatt-hours.
Imported coal-based generation added 860 gigawatt-hours. Gas-based plants contributed 951 gigawatt-hours. Renewable sources, including wind, solar, and bagasse, also added to the national grid.

Fuel Costs and Final Impact
RLNG-based Electricity remained among the most expensive sources. Nuclear power continued to be the cheapest option. The total fuel cost of power generation in December stood at Rs77.7 billion.
After adjustments and losses, the average cost of Electricity delivered to distribution companies reached Rs9.62 per unit.
