CDA Warns Another Islamabad Housing Scheme of Demolition

The Capital Development Authority (CDA) has issued a show-cause notice to Green Homes Housing Scheme over alleged illegal development in Zone-IV of Islamabad. The authority has directed the scheme’s sponsors to immediately stop all development activities, suspend the sale and transfer of plots, and comply with the regulator’s directives within the specified timeframe.

The notice was issued by the Directorate of Housing Societies under the CDA’s Planning Wing. According to the authority, the housing scheme carried out development work without obtaining the mandatory Layout Plan (LOP) approval and No Objection Certificate (NOC), which are required before launching or developing any private housing project within the Islamabad Capital Territory.

The CDA warned that failure to comply with the notice would result in strict legal action. The authority said it could demolish illegal structures, seal the scheme’s offices and project site, and carry out enforcement operations with the assistance of police. It also stated that all expenses incurred during demolition and enforcement would be recovered from those responsible for the alleged violations.

According to the notice, the management of Green Homes Housing Scheme has been ordered to immediately halt all construction activities, marketing campaigns, plot sales, allotments, and transfers. The sponsors have also been instructed to remove or demolish all illegal structures and discontinue the use of land developed in violation of applicable laws within seven days.

The notice cited judgments of the Islamabad High Court and the Supreme Court of Pakistan, reaffirming that the CDA is the sole regulatory authority responsible for approving private housing schemes in Islamabad. It emphasized that no other institution or local body has the legal authority to grant approvals that conflict with the CDA Ordinance, 1960, and the capital’s zoning regulations.

The CDA has given the sponsors of Green Homes Housing Scheme seven days to submit a written reply and appear for a personal hearing. It warned that failure to respond would result in ex-parte proceedings without any further opportunity for representation. Copies of the notice have also been sent to the Islamabad administration, police, the Registrar Cooperative Societies, IESCO, SNGPL, and the Press Information Department to ensure coordinated action and prevent unauthorized housing developments in the federal capital.
