Pakistan Urges EU To Ensure Fairness In New GSP Plus Framework

Pakistan has asked the European Union to ensure that the new GSP Plus framework remains fair and focused on development. Officials warned that recent changes, including the removal of tariff preferences on ethanol, have already affected farmers and exporters in Pakistan who depend on EU access.

The request was made during a meeting in Islamabad between Commerce Minister Jam Kamal Khan and a monitoring mission from the European Commission. The mission was led by Sergio Balibrea from the GSP Plus Directorate. EU Ambassador Raimundas Karoblis also joined the discussion.

The minister stressed that the EU continues to be the largest export market for Pakistan. He said the GSP Plus scheme has helped support jobs, women’s empowerment, and sustainable development across the country. He also expressed confidence that Pakistan’s progress on the 27 required international conventions would be recognized in the upcoming fifth Biennial Review.

Officials said Pakistan urged the EU to avoid adding new conditions that could limit the benefits of GSP Plus. They noted that the facility must remain development-oriented and continue supporting countries that rely on it for trade growth.

The minister also raised concerns about the EU’s decision to withdraw tariff preferences on ethanol. He said the move has harmed rural communities because ethanol had become the country’s largest non-textile export under GSP Plus. Another major issue discussed was the Geographical Indication (GI) case involving Basmati rice. Pakistan asked the EU to ensure a fair decision as both Pakistan and India await the final outcome.

The minister further requested GI consideration for key cultural products, including Sindhi Ajrak, Pink Salt, and mango varieties. He said these items represent important traditions and have strong export potential.

Both sides also talked about wider trade opportunities and the need for a stable GSP Plus relationship. The meeting ended with a shared commitment to strengthening economic cooperation and enhancing the long-term partnership between Pakistan and the European Union.
