Pakistan Targets $20 Billion E-Commerce Growth As Policy 2.0 Nears Approval

Pakistan is close to approving its E-Commerce Policy 2.0, a key initiative aimed at expanding the country’s digital trade to $20 billion by 2030. The updated policy seeks to enhance online business growth, improve consumer protection, and ensure transparent and secure e-commerce operations.

The development was announced during a meeting between Federal Minister for Commerce Jam Kamal Khan and a delegation from Meta, led by Rafael Frankel, Director for Emerging Markets. Both sides discussed ways to boost cooperation in digital trade, artificial intelligence (AI), and e-commerce innovation to strengthen Pakistan’s digital economy.

Jam Kamal Khan highlighted that Pakistan is among the fastest-growing digital economies in South Asia. He said the country produces over 75,000 IT graduates every year, which helps drive the technology and services sector. The minister noted that IT and IT-enabled service exports have risen by 18 percent, reaching $3.8 billion in FY2025. During the first quarter of the ongoing fiscal year, exports climbed by 21 percent to $1.06 billion.

Khan invited Meta to collaborate with Pakistan in areas such as AI ethics, digital safety, and e-commerce regulation. He explained that the upcoming E-Commerce Policy 2.0 will establish stronger rules to protect consumers and promote fair trade in the digital marketplace.

He also discussed Pakistan’s ongoing efforts under the National AI Policy 2025 and the Digital Pakistan Act, which focus on promoting innovation and digital inclusion. The initiatives are designed to create more opportunities for the country’s youth through AI skilling and entrepreneurship programs.

Meta’s Rafael Frankel praised Pakistan’s rapid progress in digital transformation and expressed interest in long-term collaboration. He confirmed Meta’s commitment to supporting youth training, small business development, and responsible digital marketing.
