The Sindh Govt has approved the construction of the Karachi Port to Qayyumabad Elevated Expressway, a major infrastructure project designed to ease heavy traffic in the city. The project will be developed under a public-private partnership (PPP) model to improve efficiency and reduce the burden on public finances.
The approval was granted during the 48th meeting of the PPP Policy Board, chaired by Sindh Chief Minister Syed Murad Ali Shah at the CM House. The Sindh Govt also directed relevant departments to accelerate project documentation to begin groundwork as soon as possible.
According to official details, the expressway will stretch 16.5 kilometres, connecting Karachi Port (East Wharf) to Jam Sadiq Interchange. The four-lane elevated road will reduce travel distance by nearly 26 kilometres and allow uninterrupted heavy vehicle movement, helping to decongest the city’s major routes.
The Sindh Govt aims to boost trade efficiency and improve connectivity between the Karachi Port, M-9 Motorway, and Shahrah-e-Bhutto. The project is also expected to enhance port operations by enabling 24/7 cargo transport and improving logistics flow across the city.
The board also approved design adjustments to ensure better integration with the Yellow Line BRT and to include mixed-traffic ramps. These changes are meant to improve accessibility and reduce the need for additional land acquisition.

Developed under the Design, Build, Finance, Operate, and Transfer (DBFOT) model, the project will operate on a user-pay basis. The Sindh Govt will provide financial support through viability gap funding (VGF) and a minimum revenue guarantee for ten years.
Chief Minister Murad Ali Shah emphasized that projects like this expressway reflect the provincial government’s commitment to modernizing Karachi’s infrastructure and ensuring sustainable urban growth. The expressway, once complete, is expected to play a vital role in reducing traffic congestion and promoting economic development in Sindh.
