PTA Announces Fixed Satellite Services Licensing Draft for Public Consultation

The Pakistan Telecommunication Authority (PTA) has unveiled a draft policy to introduce licenses for Fixed Satellite Services (FSS), aiming to boost the country’s satellite communication capabilities. The new licensing framework is designed to enhance Pakistan’s infrastructure and services in the satellite communications sector.

Key Highlights of the FSS Licensing Draft

  • License Duration: The FSS license will be valid for 15 years.
  • Service Commencement: License holders are required to begin operations within 18 months of receiving the license.
  • Initial Fee: The initial fee for acquiring an FSS license is set at $500,000.
  • Authorized Services: The license allows the establishment of fixed earth stations, fixed gateway earth stations, and fixed terminal earth stations, but only through registered satellite operators.

However, the license will exclude certain services, such as:

  • Radio and television broadcasting
  • Satellite-based services for ships, aircraft, and vehicles
  • Public mobile services (except those allowed under mobile satellite services)

Operational Guidelines and Consumer Protection

  • The draft policy emphasizes compliance with the PTA Act, Rules, and Pakistan Space Activities Rules 2024.
  • License holders will be obligated to implement strong data protection measures and maintain a transparent billing system to ensure consumer interests are protected.

Public Consultation

PTA has opened the draft for public feedback, inviting input from stakeholders, industry experts, and the general public. All suggestions and concerns must be submitted by February 14, 2025, as part of the consultation process. This step reflects PTA’s commitment to ensuring broad participation in shaping the new satellite services framework.
