The Islamabad High Court (IHC) directed the Capital Development Authority (CDA) on Thursday to immediately de-seal the Khyber Pakhtunkhwa House, following a petition filed by the KP government. Chief Justice Aamir Farooq presided over the hearing and emphasized the need for the CDA to address any illegal construction issues according to the law without creating an impression of targeting any individual or entity.
During the proceedings, the CDA’s lawyer explained that the Khyber Pakhtunkhwa House had been sealed due to illegal constructions and outstanding dues, with the first notice issued as far back as 2014. In response, Chief Justice Farooq reminded the CDA that such matters should be handled through proper legal channels. He urged the CDA to issue notices if necessary and allow the provincial government to address the concerns raised.

“You can manage this according to the law. If there are any irregularities, notice them, and they will handle it,” remarked Chief Justice Farooq. He further advised the CDA against taking any actions that could appear as discriminatory or targeted.
The chief justice ordered the CDA to de-seal the Khyber Pakhtunkhwa House immediately, stating that a formal court order would follow later that day.
On October 7, the CDA had sealed the Khyber Pakhtunkhwa House entirely due to the discovery of illegal constructions, violations of building regulations, and the expiration of its lease. This action was conducted under the supervision of Special Magistrate Sardar Asif and Assistant Commissioner Abdullah.
Prior to sealing the premises, the CDA had issued a notice to families residing in the family block, instructing them to vacate within 24 hours. “Vacate KP House in 24 hours; otherwise, action will be taken,” CDA officials declared, stating that the blocks were sealed for violating building rules. After the sealing, CDA staff left the scene, while a significant number of Islamabad police personnel were present outside the building.
