IHC Summons Islamabad Officials Over Sheesha Cafe NOC Violations

The IHC has summoned two senior Islamabad officials to explain why sheesha cafes accused of violating no-objection certificate (NOC) conditions are still operating in the federal capital. The court has directed the Deputy Commissioner Islamabad and the Inspector General of Police to appear in person at the next hearing.

The order was issued by Chief Justice Sardar Sarfraz Dogar while hearing a petition related to the operation of sheesha cafes in Islamabad. The petition seeks stricter inspections, action against establishments violating NOC requirements, and the submission of a compliance report before the court.

According to the petition, some sheesha cafes are continuing their business despite allegedly failing to meet the conditions attached to their NOCs. The petitioner requested the court to ensure that authorities properly enforce the existing regulations.

During the proceedings, the IHC directed both senior officials to personally explain the measures taken to monitor and regulate sheesha cafes. The court wants to know why businesses accused of violating official conditions are still operating.

The court also sought a detailed report from the Chief Commissioner Islamabad. The report must include information about inspections conducted across the city and the actions taken against cafes found violating the applicable rules.

The report is expected to explain how many sheesha cafes have been inspected and whether any enforcement action has been taken against establishments that failed to comply with NOC conditions.

The petition emphasized the importance of regular inspections to ensure that all businesses operate within the legal framework. It argued that effective enforcement is necessary to maintain public safety and regulatory compliance.

The IHC has made it clear that the concerned authorities must present complete details during the next hearing. The court expects transparency regarding inspections and the implementation of legal requirements.

The Deputy Commissioner and the Inspector General of Police have both been directed to appear before the court next week. Their personal appearance will allow the court to assess the government’s response to the issue.

The hearing reflects the judiciary’s continued focus on ensuring that regulatory authorities perform their responsibilities effectively. The court is seeking clarification on whether enforcement agencies have taken sufficient action against businesses operating in violation of their NOCs.

Authorities are also expected to explain the current monitoring system used to inspect sheesha cafes and verify compliance with licensing conditions. The court wants to determine whether existing inspection mechanisms are being implemented properly.

The case has drawn attention to the importance of enforcing rules governing commercial establishments in Islamabad. Compliance with NOC conditions is considered essential for businesses operating under official permission.

The IHC will review the reports submitted by the concerned departments during the next hearing. Based on the information presented, the court may issue further directions regarding inspections and enforcement measures.
