Development work by the CDA has damaged the gas network in Islamabad’s I-11 sectors. The damage has delayed hundreds of domestic gas connection applications.
According to an official document presented before Parliament, 419 applications remain pending. The applications are for RLNG-based domestic gas connections in I-11/1 and I-11/2.
The Ministry of Energy’s Petroleum Division provided details about the issue. It said gas connections were stopped after the network was damaged during development activities.
The affected gas network has prevented authorities from processing the pending applications. The matter has also been raised with the CDA for recovery of the repair costs.
Residents of the two sectors submitted 445 applications during 2025 and 2026. These applications were submitted under two different categories.
A total of 217 applications were filed under the fast-track category. Another 228 applications were submitted under the normal category.
So far, 14 applicants have received domestic gas connections. These connections were provided according to the applicants’ turn and eligibility.
SNGPL also issued urgent fee bills for applications received until January 10, 2026. A total of 43 applications qualified for these urgent fee bills.
Out of those applicants, 37 deposited the required connection fee. SNGPL later conducted surveys at their properties.
The company also issued demand notices to 26 applicants. These notices covered security deposits and service line charges.
Four applicants did not deposit the required connection fee. Meanwhile, 419 applications remain pending because of the damaged gas network.
Surveys have already been completed for 37 applicants. However, demand notices for 11 applicants could not be issued.
The delay is linked directly to the damaged network in the affected sectors. The remaining demand notices will be issued after repairs are completed.
The Petroleum Division said the network must first be repaired and commissioned. Processing of pending applications will then resume.
The ministry also highlighted a separate issue affecting RLNG-based domestic connections. It said such connections are currently paused due to disrupted RLNG supplies from Qatar.
This supply issue has added another challenge for applicants waiting for connections. Authorities will need to address both network damage and supply constraints.
The CDA has been approached regarding the damage caused during its development work. The Petroleum Division is seeking recovery of the associated costs.
Once the gas network is restored, work on pending applications will continue. RLNG supplies must also return to normal for the process to move forward.
