Pakistan Introduces Stricter Vehicle Import Rules Effective July 1

Pakistan is preparing to enforce stricter vehicle import regulations from July 1, aiming to improve quality standards, transparency, and tax compliance. The policy changes are being introduced under recommendations linked to international financial reforms.

The updated framework will reshape how vehicles are imported into Pakistan. Authorities plan to ensure that only tax-compliant entities can participate in the process. This step is part of a broader effort to expand the country’s tax net and improve revenue collection.

Under the proposed rules, individuals who are non-filers may not be allowed to import vehicles. Those without tax registration could also face restrictions. This means that only businesses with proper documentation will be eligible.

According to officials, companies must hold a valid National Tax Number and be registered under the Companies Act 2017. Individuals and sole proprietorships are expected to be excluded from vehicle imports under the new structure.

Pakistan is also introducing stronger oversight for used vehicle imports. Importers will need to register with the Engineering Development Board before bringing in vehicles. This requirement adds another layer of regulation to ensure compliance.

A major focus of the policy is after-sales support. Imported vehicles must have access to service centers, genuine spare parts, and trained repair staff. Vehicles without proper maintenance infrastructure may not receive approval.

Commercial importers will need to provide proof of their service arrangements. They must also show that trained technicians and diagnostic tools are available for customers.

Quality assurance rules will also become stricter. Importers must submit pre-shipment inspection certificates. These documents must confirm compliance with environmental and safety standards.

Fitness and quality testing reports will also be required before shipment. This ensures that vehicles meet the necessary benchmarks before entering Pakistan.

In addition, post-shipment inspection certification will be mandatory after the vehicles arrive. Authorities will verify that imported units remain in line with approved standards.

Pakistan will also require detailed digital records for each imported vehicle. These records must include engine numbers, chassis numbers, and related identification details.
