Supreme Court Introduces New SOPs to Improve Case Management

The Supreme Court of Pakistan has introduced new Standard Operating Procedures (SOPs) to improve judicial efficiency and ensure uninterrupted work during unexpected public holidays. The reforms also aim to increase transparency in case scheduling and disposal.

According to an official statement issued in Islamabad, the Supreme Court will continue both judicial and administrative functions even during emergency public holidays. Only essential staff will remain on duty. However, changes may be made if directed by the Chief Justice.

The new SOPs introduce a priority-based system for hearing cases. Urgent matters will be listed first. These include bail applications, family disputes, and criminal review petitions. Cases involving prisoners above 80 years of age will also receive priority. Matters with simple legal questions will be heard sooner.

To reduce backlog, the Supreme Court has set a rule for case listings. At least 40% of each final cause list will include the oldest pending cases. This will mainly cover cases filed up to 2018. Newer cases will be added gradually for balanced scheduling.

The Supreme Court has also introduced facilitation measures for lawyers from Sindh and Balochistan. These steps aim to improve access to justice and ensure fair representation from all regions of the country.

In addition, the court plans to implement an automated case fixation system. This system will help improve scheduling efficiency and reduce delays. It is expected to make case management more structured and transparent.

Weekly and monthly cause lists will now be issued regularly. This will help lawyers and litigants track case timelines more effectively. The goal is to improve predictability and reduce uncertainty in court proceedings.

Officials said the reforms are designed to make the judicial system more efficient and citizen-friendly. The SOPs have also been made publicly available on the official website of the Supreme Court for transparency and awareness.
