The Deputy Commissioner of Lahore, Musa Raza, has formally confirmed that Basant 2026 will be celebrated in the city, with kite flying permitted under strict safety and regulatory measures.
According to the official announcement, Basant 2026 will be observed across the entire Lahore district from February 6 to February 8, 2026, rather than being limited to specific venues. The government has granted conditional approval, making compliance with safety rules mandatory for all participants.
To regulate the event, the administration has launched online registration portals for kite and string manufacturers through the e-Biz app. Only registered manufacturers and sellers will be allowed to operate. The sale of kite-flying materials will be permitted from February 1 to February 8, 2026.
Authorities have imposed a complete ban on charkhis (spools), while only “Pina”-shaped strings will be allowed. The use of nylon, plastic, or metallic strings has been strictly prohibited, and officials have warned that a zero-tolerance policy will be enforced against violations.
To reduce the risk of injuries, all motorcyclists will be required to install safety wires on their bikes. Additionally, strict limits have been set on the size of kites and strings, and violators will face legal action.
The deputy commissioner said police and district officers have been directed to crack down on the sale and use of banned materials. Standard Operating Procedures (SOPs) have been issued for district authorities, law enforcement agencies, kite flying associations, and the general public to ensure smooth implementation.

Calling Basant an important cultural tradition of Lahore, Musa Raza stressed that safety would remain the top priority during Basant 2026. He also confirmed that registered business owners can legally begin preparations and operations from December 30, 2025, under the approved guidelines.
