What is the Top City controversy related to Faiz Hameed’s court martial?

Former Inter-Services Intelligence (ISI) chief Lieutenant General Faiz Hameed faces the possibility of a court-martial following an investigation into alleged misconduct related to the Top City Case, as announced by the military on Monday.

According to a statement from Inter-Services Public Relations (ISPR), the Pakistan Army conducted a comprehensive inquiry based on directives from the Supreme Court. The investigation revealed significant breaches of the Army Act, prompting the initiation of a Field General Court Martial (FGCM) against Hameed.

The Top City Case

The Supreme Court of Pakistan had ordered an investigation into Lieutenant General (retd) Faiz Hameed’s alleged misconduct involving the Top City housing scheme. The case revolves around accusations against Hameed and his associates regarding an unauthorized raid on the Top City Housing Scheme. In 2023, Moeez Ahmed Khan, the owner of the housing scheme, brought the issue before Chief Justice Qazi Faez Isa’s bench, alleging legal misconduct.

Khan claimed that in May 2017, Rangers personnel and ISI agents conducted an unauthorized raid on the Top City office and the residence of Kunwar Khan, a prominent figure linked to the scheme. The raid reportedly resulted in the seizure of valuable items, including gold, diamonds, and cash, under the guise of a terrorism investigation.

It is alleged that Sardar Najaf, Hameed’s brother, later contacted Kunwar Khan with a brigadier to arrange a meeting. During this meeting, Hameed is said to have promised to return some of the seized items but is accused of retaining 400 tolas of gold and a significant amount of cash.

Kunwar Khan has also accused Hameed of malicious prosecution and claims that retired ISI brigadiers Naeem Fakhar and Ghaffar pressured him to pay 4 crores in cash and support a private television network. Additionally, the petition alleges that several former ISI officials were involved in an unlawful takeover of the Top City Housing Society.
